IntroductionI am interested in studying the decision-making process for the three Spring Fling concert artists at the University of Pennsylvania, and how the system could be improved so that these artists better represent the musical preferences of the entire university population.II. The Current Voting System This is a very controversial topic at the University of Pennsylvania. Decision making is made by the SPEC and students have very little say in that decision. Voting decisions within the SPEC (Social Planning + Events Committee) are the responsibility, according to the Statute of the Social Planning and Events Committee, of the 10 directors of the 10 committees, and of the Board of Directors with the exclusion of the president (which is made up of 3 voters additional). So, we could say that this is a situation of oligarchy. The problem with such a system is that people in charge of voting or in charge of these groups might be encouraged for political reasons (to add it to their CV). , but they don't necessarily have a great knowledge of music compared to a group like Jazz and Grooves (which is actually a committee of Spec) which is made up of a variety of students (there is no limitation) who can decide how active they want to be part of the group (no resume label).
