This is a desirable situation, but not always possible. Politicians must run campaigns, plan strategies and raise donations, among other responsibilities. This means there isn't always time to understand the latest developments on topics as diverse as oil markets, civil rights protests, wars and scientific developments. The President must also have daily meetings with councilors on issues ranging from security to education. Because they don't always get the best information, candidates are sometimes forced to engage in a practice that Harry Frankfurt, a philosophy professor at Princeton, calls "bullshit." Frankfurt defines “bullshit” as a statement made without regard to the facts surrounding it. This is distinguished from lying in that a liar has regard for the truth he is misrepresenting. It is rational for a politician to use "bullshit" when talking about issues that are not bullshit
