Since the Internet entered the public domain in the 1990s and broke free from academic cloisters, there has been considerable discussion about whether the comments and comments of individuals on the Internet should be limited . This has also attracted increasing attention due to the popularity of emerging social networks such as Facebook and Twitter in recent years. While some argue that everyone has the right to freedom of opinion and expression, others argue that due to freedom of speech a means of uncontrollable anarchy can occur. This article examines both the arguments for and against free speech on the Internet and provides suggestions based on these arguments. The freedom of the Internet provides capable and conveniently universally accessible tools to create a new platform for gathering the voice of citizens. Habermas (1989) indicates that greater access to information approximates greater improvement in the democratic process. For this reason, this opportunity could promote democratic development. Furthermore, the result of Michael and Keegan's (2005) study confirms a significant correlation between freedom of speech on the Internet and a common indicator of a nation's level of democratization. In the information age, free speech on the Internet can break the monopoly of traditional mass media on political issues. This too is the guarantee of the development of democracy. While free speech on the Internet strengthens democratization, it also provides channels for political dissidents and succeeds in weakening it. McLaughlin (2007) reveals that in the Middle East the Internet offers non-state dissident actors a potentially powerful tool to achieve their political goals. Taking these arguments into consideration, I believe that citizens have the right freedom of speech and expression through any medium, furthermore, freedom of speech on the Internet has been examined as promoting democratization and civility. However, these benefits are based on rational, thoughtful, and non-harmful comments on the Internet. Freedom of speech is not the privilege of raising comments, including those that ascribe negative influence to the public. Therefore, the only way to ensure effective management of the Internet is through nationally imposed censorship. It is also the guarantee of the constructive improvement generated by the Internet. Compulsion is neither an autocratic tool nor a deprivation of the right to free speech, and will benefit the public as they browse the Internet.
