For Wilson, the United States entered the war to truly ensure the continued growth of democracy. In Wilson's “War Message to Congress,” he begins to talk about foreign policy a bit like Luce had done. Wilson believed that how America would act in the world should be in the best interests of all humanity. Wilson went on to justify why the United States needed to go to war. As he states, “for a universal rule of law through such a concert of free peoples as will bring peace and security to all nations and make the world itself free at last” (Wilson).
