Imagine going to the police office to file a complaint against a molester and then finding the policeman there harassing you. What makes the situation worse is that the other policemen stand there laughing or checking on the woman instead of taking action and protecting her. If the person who has the authority to protect Egyptian women from harassment joins in the crime, who will take care of these victims? where should they go to report? Women are afraid to go to the police office so as not to be harassed there. A Cairo psychologist, Salima Barakat, believes that the psychological disadvantage of being harassed by a person who has the authority to protect the victim from harassment is much more than the psychological effect of being harassed by ordinary people on the street. Salima Barakat argues that this inconvenience comes from knowing that the policeman will not be punished. Vigilante groups like "Estargel" have appeared in Egypt to show ordinary men and policemen that harassing a woman verbally or physically is not right and to show them that there are people out there who will take care of Egyptians.
