Hobbes believes that to suppress human nature, the people must elect a ruler to choose and establish moral guidelines for society. This is the only way for people to organize themselves and not be at war with each other; the only way to suppress human nature in its natural form. Now, with this newly elected ruler, there may be a conflict where people don't think one man should have so much power over so many. However, says Hobbes, “for all men are by nature provided with remarkable multiplying glasses, through which every small payment appears a great displeasure; but they are without those glasses of perspective, to see a tariff out of the miseries hanging over them” which means that even though the people might not agree with the sovereign and not want to pay taxes and things like that, Hobbes is telling them to look at what life was and could be like without a ruler. People will once again be reduced to acting like animals and constantly being at war with everyone and will find themselves in that natural state of selfishness and greed. A ruler is needed to maintain it
