Despite poverty and low development, India and Pakistan have invested much of their resources in defense, leaving little for development projects. Latest statistics reveal that Pakistan's defense budget has been increased to Rs627.2 billion for the financial year starting July 1, 2013, compared to... half of the paper... the country would find itself increasingly faced with imminent water shortages. Hence the violation of the Indus Water Treaty by India has led to conflicts between the two states because there remains a mutual feeling of mistrust between the two sides making any negotiation difficult to establish peace in the region. As long as immoral and unethical behavior will be shown and such treaties will be violated, there is such a rare chance that Pakistan can ever negotiate with India and both countries can ever have friendly relations..
