The purpose of this qualitative case study will be to seek a strategy and implement a skills development program in order to better prepare staff (HR) at different levels of government in the area of North Texas. Since the purpose of this study was to gain a deeper understanding of a specific event (Leedy & Ormrod, 2013), the qualitative case study approach is valid and appropriate. This case study used personal interviews to obtain direct and immediate answers to questions and allow the researcher to “establish rapport with participants” (Leedy & Ormrod, 2013). In addition to individual interviews, literature reviews and observational studies will be used in an attempt to understand the fundamental concepts of human resources, CSR and strategic planning.
