By first using propaganda to persuade the animals that Snowball was an enemy, Napoleon's rise to power began. Snowball was the only real threat to Napoleon's assumption of leadership. In the story, the two little pigs were always at odds with each other. The other animals were evenly split between supporting Snowball or Napoleon.
