On March 14, 2011, the National People's Congress approved a new national development program lasting five years. The plan represents a crucial point in the development of China's infrastructure. It will no longer emphasize overall growth; China is looking for higher quality growth. Over the past thirty years, China has raised the living standards of its large population. In identifying the living conditions of its peoples, it also wants to focus on aspects such as intensive energy and pollution. To realize this higher-quality growth, the Chinese government is trying to move its production facilities higher up the chain to eliminate the difference between social and geographic groups and promote domestic consumption and make more efficient use of the country's resources ( Infrastructure in China, Sustaining Quality Growth). Since 2000, China's highways and expressways have seen a high influx of construction. Most of their expansion is concentrated in the eastern part of the country; due to its larger population, the Chinese increased their construction by 16% per year. It currently has the second largest growth with over 75,000 kilometers of highways and expressways. Additionally, the Chinese are focused on developing their rail infrastructure, due to high commuter demand, and attempting to reduce some of the amount of vehicles in cities developing the metro system will help meet those demands. In 2011, between Shanghai and Beijing, their subway system carried over two billion passengers, making it one of the top five subway systems in the world.
