Most public schools in Colombia are underfunded and have very few resources. According to the CIA Fact Book, spending on education is equal to 4.4% of GDP. School life expectancy is 13 years and the unemployment rate for those aged 15 to 24 is 21.9%. These numbers are in direct correlation with the terrorist conflict. The State must concentrate its expenditure on military expenditure. This conflict also caused Colombia to become the country with the highest number of internally displaced people. According to official data, 4,175,000 internally displaced people have lost their farms or homes due to conflict in rural areas. These people receive no assistance and have gone from being farmers and having a source of income to nothing. Most move to big cities and live in crisis. President Santos realizes the importance of education by assuring that “If we want to free ourselves from poverty, if we want to fight it and if we want to be the most socially unequal continent in the world, worse than Africa, education must be our priority tool ".
