Says "One gram in time saves nine" implying that a gram of soma now will save you from taking nine grams later as the crescendo of misery that is coming to ceases you (Huxley 89, Brave New World). This is government propaganda to keep people addicted to their drugs and therefore in a calm, peaceful and easily controlled environment.
