In a county, a commissioner is a form of government, elected commissioners organize both the executive and legislative commissions, represent the local charters, and then control them. They also manage budgets; they neglect expenses and select county staff. The commissioner is usually made up of three to five officials. In some states, they are known as superintendents. Commissioners have authority over voters, although their duties are determined and inhibited by state statutes and the state constitution. Their proposition can be reversed by state courts. In most administrations, the person in charge, such as clerk, sheriff coroner and treasurer, is voted on by preference rather than chosen by the commissioners (Kelly, John, 2013). A commissioner in today's society, oversees the; economic development, planning, environmental quality, social welfare programs and consumer protection. Other duties that the commissioner can also supervise are; assemble property and sales taxes, ensure water quality, collect and regulate waste, issue bonds, oversee courts and prisons, manage pensions for county employees, and manage county parks (Kelly, John, 2013) . The city council is a customary model of local government in the United States. A city council is voted as the legislative body with the authority to allow municipal regulations and finances, to make the budget and also to place the local tax rate in most difficult situations. City council members are appointed from districts in large cities, but smaller cities have an extended system or compound district and tend to have larger seats. An inadequate advance could in fact create confusion on both sides. I don't think the city commissioners are as ensnared in sophisticated corruption as they should or would like to be, but the commissioner makes the necessary decision about the direction of the funds.
