These computer systems should have codes that only authorized computer scientists can decipher. The government should also ask these computer scientists to create other computer systems that will be registered and sold only to parents. Each parent purchasing the system should be given a tracking number and asked to sign a contract explaining the terms and conditions of the system. Parents who refuse to purchase a government computer system should limit the Internet access of many young people by viewing their computer history or by constantly reminding these young people of the risks of unrestricted Internet access. Restrictions on Internet access will reduce the risk of young people being victims or perpetrators of harmful acts or effects.
